Project Head – Ms. Ashima Mittal, IAS, Collector Jalna
Team Member – Shri. Magar, District Superintendent Land Records, Jalna

About the Bhu-Drishti

“Bhudrishti is Jalna District’s pioneering GIS-powered Decision Support System for transparent and data-driven land governance. Developed under the leadership of the District Collector, Jalna, this platform integrates spatial and textual land records, satellite imagery, automated validation, and Natural Language Intelligence to create a single source of truth for all land-related data across 970 villages and municipal areas.”

Bhudrishti unifies and extends the district’s key innovations:

  • PAVITRA

    – Property Card Audit and Validation using Information Technology, Remote Sensing, and GIS Applications
  • Geo Bhumi Jalna

    – GIS-based Government Land Bank and Asset Management System.

Together, these modules form a dynamic, responsive ecosystem that supports sustainable planning, resource management, and citizen-centric governance.

New Capabilities Added

NLP-Based Interaction Layer

Users — citizens, officers, and planners — can now interact with the system through simple English or Marathi questions such as:

  • “Show hospitals in Jalna”
  • “गट क्रमांक 12 कुठे आहे?”
  • “Show government lands in Jalna”

The system interprets the query, fetches relevant spatial layers, and displays actionable insights instantly.

Primitive LLM Integration

A domain-tuned Primitive Large Language Model has been embedded to:

  • Understand land governance terminology, survey patterns, and regional data semantics
  • Provide contextual explanations, summaries, and advisory notes
  • Assist officers in drafting discrepancy reports, interpretation of property cards, and alignment clarifications
  • Accelerate query responses and reduce dependency on trained GIS operators

This marks the first district-level deployment of an LLM-assisted land intelligence module in Maharashtra.

Key Features

Unified GIS Platform

Integrates property cards, survey maps, and land parcels with satellite imagery.

Transparent mapping of all government lands for utilization and monitoring.

NLP-Enabled Public Portal & Dashboards

Bilingual (Marathi–English) access for citizens and departments.

Smart Planning Tools

Links land data with infrastructure, health, and resource management.

Disaster-Resilient Design

Cloud-based and offline-ready for use during floods or connectivity loss.

Impact and Benefits

For Citizens

  • Faster, transparent, and faceless property verification.
  • Reduced disputes and accurate ownership data.
  • Easier access to land information for investment, sale, or compensation.

For Administration

  • Data-driven decision-making and monitoring.
  • Integrated workflows replacing manual verification.
  • Rapid assessment during floods, encroachments, or planning exercises.

For Society

  • Enables water conservation, sustainable farming, and fair land access.
  • Strengthens urban and rural planning through real-time spatial data.
  • Promotes trust, transparency, and accountability in land governance.

Institutional Adoption and Replication

  • Fully aligned with Digital India Land Records Modernization Programme (DILRMP).
  • Integrated with PM Gati Shakti for national-level spatial planning.
  • Toolkit and SOPs prepared for replication across Maharashtra — Nasik District has already initiated adaptation.

Vision

“To build a self-learning, intelligent land governance system that listens, understands, analyses, and advises — making every land-related decision smarter, faster, and more transparent.”

Bhudrishti is not just a project — it’s a Transformative Framework for the Digital District Governance of the Future.
